Some problems have an obvious solution, or can be solved by a careful analysis of the available data. Other problems are more slippery. As you start to solve them, new issues arise that you hadn’t considered. As you begin to talk to users (customers, employees, etc) you might discover new needs that even they have not realized or articulated. This is where human-centered design excels.
